Our story

From a single home office to a full Tax Relief Center.

Compliance Tax Service was founded in 2004, out of an unlikely beginning. After a workplace injury interrupted her career, founder Penelope Bush entered a program of rehabilitation and training through the Internal Revenue Service — training that would go on to reshape the rest of her working life. The IRS itself helped establish her first office — a single room in her home in Rancho Cucamonga, California, outfitted for a purpose that would grow far beyond its four walls.

During those early years, Penelope served as Branch Secretary within IRS Collections, building a rigorous foundation in the administrative backbone of federal tax enforcement — preparing lien documentation, processing waivers, and assembling the case materials Revenue Officers relied on to move accounts toward resolution. It was exacting work, and it taught her to read a case file the way the IRS itself reads one.

That grounding in federal procedure became the foundation of Compliance Tax Service. What began as a single home office grew into a full Tax Relief Center serving clients across California and Illinois. That original California office still operates today as a dedicated suite with its own entrance, waiting room, and private consultation office — and the practice later expanded into two year-round offices in Oak Lawn, Illinois, where it serves families and small businesses on Chicago's South Side.

My background working with IRS Revenue Officers and managers taught me the value of accurate documentation, clear communication, and helping cases move toward the right outcome. At Compliance Tax Service, our mission aligns with the IRS mission: ensuring taxpayers understand their responsibilities, stay compliant, and walk away with resolutions that are appropriate, fair, and fully supported by IRS procedures.
